England's autumn 2025 rough sleeping snapshot recorded 4,793 people, compared with 4,667 in autumn 2024. That represents an increase of 126 people, or 2.7%.
Westminster recorded the highest local-authority count at 360, within a dataset covering 296 local authorities in England. These figures should not, however, be treated as a simple league table of council performance. Snapshot dates can vary within the permitted collection window and authorities may use either count-based or evidence-based estimation methods, so local figures need to be interpreted in their methodological context.
Crucially, 4,793 is not the total number of people who experienced rough sleeping during the year. It is a single-night autumn snapshot. The figures should also not be conflated with temporary-accommodation statistics or with the separate quarterly Rough Sleeping Data Framework, which measures a different dataset using a different reporting approach.
