The homelessness pathway is a sequence of accommodation decisions: the first night, the assessment period, the temporary placement, the move-on. Each stage has its own suitability test and its own failure mode — the unreachable rough sleeper, the family stuck in a B&B past the legal limit, the SWEP night with no beds left.
Policy history matters here. The Everyone In initiative of 2020 demonstrated at national scale that rapid, hotel-based accommodation for rough sleepers is operationally deliverable when the commissioning and supply layers are organised. The lasting lesson was structural: rapid placement works when routes, rates and welfare arrangements exist before the night they are needed.

Buying homelessness accommodation as a programme
Nightly-rate spot buying is how temporary accommodation budgets are lost. The alternative is a contracted programme: pre-agreed rates, suitability standards, reporting and an exit plan per household.
- Contract for surge before you need it — SWEP and winter pressure capacity at pre-agreed terms.
- Set suitability standards in the contract, including self-contained thresholds for families.
- Require one case file per household and weekly cost reporting on live placements.
- Agree move-on support obligations so placements end, rather than silently extending.
