Off the street is a pathway, not a bed
A bed that interrupts one night achieves little if the person is unreachable the next morning. The placements that end rough sleeping episodes share three properties: the person accepted them, support services can reach them there, and there is a next step — an assessment, a reconnection, a move-on route.
That is why the accommodation layer has to flex around the person: pet-tolerant rooms, placements for couples, ground-floor and step-free access, locations near the support relationship rather than wherever a room happened to be cheap.

What the last five years taught the sector
The Everyone In initiative of 2020 remains the sector’s largest natural experiment: rapid, hotel-based accommodation for people sleeping rough, stood up nationally in weeks. Whatever else is debated about it, the operational lesson is settled — rapid placement at scale is deliverable when supply routes, rates and welfare arrangements exist in advance, and undeliverable when every room has to be found from scratch on the night.
The same logic drives SWEP readiness and winter surge planning: capacity contracted before the cold, activated by protocol, stood down cleanly afterwards.

Somewhere the person can actually be reached the next day: a known address, a room that support and outreach workers can visit, and basic stability — so the health, benefits and housing assessments that end rough sleeping can start, rather than the person disappearing back to the street.
Did hotel-based provision work during Everyone In?
Everyone In (2020) demonstrated at national scale that hotel-based accommodation for rough sleepers can be stood up rapidly when commissioning and supply are organised. Its lasting operational lesson: rapid placement works when routes, rates and welfare arrangements exist before the night they are needed.
Do you work with outreach teams and charities?
Yes. Placements are typically commissioned by councils but delivered alongside outreach teams, faith and voluntary-sector partners and support providers — the accommodation is one layer of a pathway, not the whole answer.
What about people with pets, partners or high support needs?
